该电影是由日本CAPCOM旗下著名动作冒险类游戏《生化危机》系列改编的全CG电影。和真人版的《生化危机》电影不同，该片完全采用CG技术制作（就像《最终幻想：降临之子》的CG电影一样）。《生化危机：恶化》电影剧情时间设置是在游戏版《生化危机2》“Raccoon City 莱肯市事件”发生的7年之后，也就是游戏版《生化危机4》发生的1年后，Leon在哈弗威尔与Claire再次邂逅。
《生化危机》是从1996年起就诞生的，在全世界范围内都引起轰动的著名游戏系列。而《生化危机：恶化》这部作品将是这个系列以来的第一部CG长片电影，也可以说是根据游戏而形成的正统影片，作为这样一部具有重要地位的电影，电影主创人员也是来自日本电影界的精英。该片导演是曾经担任日本灾难大片《日本沉没》以及特效大片《L改变世界》的特效指导神谷诚，同时剧本方面则是曾负责过动画片《攻壳机动队SAC》的菅正太郎，制片人小林裕幸是为广大游戏玩家所熟悉的《生化危机4》以及《鬼泣4》的游戏监制人。
