剧情介绍：
影片中虚构了一个规模庞大，根底深厚的跨国银行IBBC，总之影片试图让我们相信这家银行如果在现实中基本可以作为一个独立的政治主权存在而主宰世界的金融。而这家银行在影片中的能量更是无穷，除了金融领域的业务之外该行还广泛的参与各种为黑道人民服务的基础事业中，比如洗钱、军火交易和暗杀中介等等。而这家银行如此在黑白两道左右逢源自然有乐极生悲的时候。国际刑警路易斯·萨林格（克里夫·欧文饰演）亲眼目睹了自己的同事因为企图泄露该银行参与的与意大利卡尔维尼防护公司，土耳其航空技术公司生产制造的沃尔康导弹制导和控制系统军火交易内幕而在柏林惨遭暗杀，为了伸张正义给同僚报仇，从此他开始了对IBBC的明察暗访。而路易斯·萨林格这个自大、暴躁而又处事不公的反英雄角色单枪匹马总是有点让人放心不下，于是影片另一位正义主持者，纽约市副检察长艾琳娜·怀特曼（娜奥米·沃茨饰演）便在此处顺理成章的登场了。她与萨林格成为搭档一起开始了与恶势力的周旋。他们不远万里奔赴欧洲，来到银行总部所在地卢森堡进行调查，却发现欧洲政府对他们的调查并不十分配合，甚至对银行的种种光天化日下的罪行熟视无睹。二人深知对手神通广大，但为了主持正义他们一往无前。究竟两个清道夫能否连根铲除这跨国的不法机构，我们拭目以待……
