STORY
总人口230万人，几乎占据了整个东京都西部的超大型城市。
因学生总数占总人口的80%，于是该城市被冠名「学院都市」，并在其内进行着有关超能力的开发。
通过特殊的授课获得能力的学生们，由定期的身体检查被划分为从「无能力（Level 0）」到「超能力（Level 5）」的六个阶段。而站在其顶点，被公认最强的即是七个「超能力者（Level 5）」。
其中一人御坂美琴，是「电击使」的最上位能力者，被冠有「超电磁炮」的别名，同时也是就读于名牌贵族女校常盘台中学的14岁女中学生。她和她的后辈，担任风纪委员的白井黑子以及其她后辈在这学院都市里过着普通的生活——。
这故事既和平又平凡，描述了拥有少许奇异的能力的少女们的日常生活。
