【剧情介绍】
2012年12月，国际环境能源问题首脑会议在湾岸署辖区内召开。湾岸署上下高度戒备，为会议提供警护工作。而就在这一重要时刻，一桩诱拐案件在政要云集、众目睽睽的会场内发生了。数小时后，受害者的遗体被发现。初步调查的结果令人震惊，射杀受害者的竟然是来自一把被警方没收的手枪。
警方旋即召开搜查会议，会上要求所有搜查信息必须以报告方式无条件提交到搜查一课管理官鸟饲诚一（小栗旬饰）手中，而搜查一线的警员们也史无前例地在只有“手枪”这一线索的情况下“摸黑”展开调查。含混不清的指令背后，似乎有什么秘密深藏其中。一番周折过后，这起诱拐凶杀案看似以一名男性嫌疑人落网而划上句号，但是高层种种反常的举动引起了青岛俊作（织田裕二饰）的怀疑。不久，辖区内发生第二起杀人案，遇害者是6年前真下正义（中山裕介饰）担当交涉课课长时所负责的一起诱拐杀人案的嫌疑人。与此同时，青岛因擅自行动被鸟饲劝令辞职，担当搜查本部长的室井慎次（柳叶敏郎饰）也受到株连，即将引咎辞职。
未过多久，第三起诱拐案发生，被绑架者则是真下正义的儿子。根据雪乃（水野美纪饰）的描述，犯人似乎是一名sir。已经交出sir手册的青岛，凭借对室井毫无杂念的信任，继续展开追查犯人、解救人质的征途。而坐镇本部的室井则针对高层全力搜集情报，逐渐向布满层层迷雾的真相逼近……
