◎简 介
二十一世纪初，地球经历称为「大灾祸」的浩劫后，「生府」取代政府，成为至高无上的主宰；高举「社会中所有成员都必须对自己和他人的健康给予最大的尊重」为主旨，人的身体不再属于自己，成为珍贵的公共财产，藉由健康监控系统「WatchMe」与药物精制系统达到乌托邦的完美世界。
雾慧敦、御冷弥迦、零下堂希安三名少女因年纪尚轻，还未在体内安装「WatchMe」；其中弥迦聪明过人，对当下的社会形态抱持强烈的质疑，三名少女在她的主导下尝试自杀。
然而，她们的计划最后失败收场。主谋弥迦丧生，敦与希安则以各自的方式融入了社会。
十三年后，昔日和御冷弥迦一起自杀的雾慧敦，成为了WHO（世界保健机构）螺旋监察局的上级监察官。敦因违反禁令，以医疗资源换取违禁品——菸酒，被遣返故乡日本。她与希安重聚时，希安却突然在敦面前自杀！同时间，全世界竟有六千五百八十二人与希安一同自杀。事件背后，竟然隐约见到理应已不在人世的御冷弥迦的影子
